David M. Nissman

David Marshall Nissman is an entrepreneur living in Puerto Rico and is the former U.S. Attorney for the District of the Virgin Islands. Born in Queens, New York, Nissman graduated magna cum laude from Emory University and later earned a J.D. from the University of Oregon. On April 18, 2002, Nissman was appointed by President George W. Bush as the 19th U.S. Attorney for the District of the Virgin Islands.

During his tenure the U.S. Attorney prosecuted many high-profile cases and after his retirement in 2004, the U.S. Attorney’s Office Building on St. Croix was named the David Marshall Nissman Justice Center.

Nissman was instrumental, first as the U.S. Government’s representative and then on behalf of the VI Government and individual businesses, in designing compliant tax positions using the territorial economic development laws provided by Congress and the Territorial governments. He has unparalleled insight into the US government’s thinking behind Puerto Rico’s tax incentives. This has produced significant business for Puerto Rico. He also has written a number of the economic development statutes in place today in the Virgin Islands which PR studied in 2012 prior to the enactment of Act 20 and Act 273.

Nissman is also an author. Among his books, Proving Federal Crimes (Corpus Juris Publishing) was named to Amazon.com’s top ten law book list of 2001.

One of Nissman’s primary purposes in moving to Puerto Rico in 2014 was to develop an eco and healing resort. Upon meeting Carlos Guardiola and seeing the Qco project, Nissman fell in love the land in Ciales. He and Mr. Guardiola are dedicated to creating an environmentally friendly farm to table jungle experience that will be a source of pride to Puerto Ricans, will bring economic development to the community in Ciales and the project will present other Parallel 18 entrepreneurs with immediate opportunities for networking and growth.

Teresa Jimenez

Teresa Jiménez Meléndez

An attorney admitted and licensed to practice in Puerto Rico, she studied Economics at Villanova University and obtained her law degree at the Inter American University of Puerto Rico. Teresa Jimenez brings a very important skill set to ESS.  As ESS is dedicated to growing the Puerto Rico economy through investments made by new residents, her prior experience representing banks in complex real estate transactions serves as a very attractive platform to bring new investors to Puerto Rico. A former partner of Meléndez-Pérez, de Diego & Jiménez, she has worked in commercial transactions, Civil and Administrative Law Litigation, including residential, commercial and construction projects’ foreclosure process,  as well as residential, commercial and loss mitigation closings. She has experience in the financing and restructuring process of both residential and commercial loans, which includes working with title searches, and preparation and perfection of collateral. Mrs. Jiménez Meléndez has extensive knowledge of the process of the Registry of the Property and solving registry problems in order to prefect title and collateral.

The ESS model is to show potential new residents about lucrative business opportunities in Puerto Rico, and Attorney Jimenez can guide the new residents through both the process and the pitfalls.

Mr. Levy studied Finance & Entrepreneurship at Loyola Marymount University where he earned his BS in Finance as a Deans List Graduate.  Mateo immediately joined the financial services industry after college and earned his Series 7, Series 66 and Life Insurance licenses. Within his first three years in business Mateo earned the honorable designation of “Top Of the Table ®” financial consultant, awarded to the top quarter of 1% in the financial and life insurance industry world-wide.  In 2008, Mateo joined his father as a partner in the family owned firm Levy & Levy Financial & Insurance Services LLC (www.levyfs.com), a private wealth preservation firm whose clients have a combined net worth in excess of $10 Billion.

 

Additionally, Mateo has an extensive Real Estate investment background in the capacity of managing partner in the development of a $750 Million private U.S Virgin Island development (www.thatchcay.com) Mateo learned of the U.S. Government’s interest in promoting the economic development of its territories through tax incentives to business when he was in the   U.S Virgin Islands.  Mateo is very family oriented and enjoys participating in outdoor activities.  He is a passionate golfer, surfer and enjoys traveling with his wife Jessica.
